Artifact quality is a fixed list of values that Chalk uses for artifact quality. The allowed values are HIGH, MEDIUM, LOW. A record can only ever hold one of these exact values, which keeps artifact quality consistent across curriculum, assessment, faculty, scheduling, accreditation, and budget records, as well as the API. When you see one of these on a record, it is one of the defined artifact quality states rather than free text, so reports and automations can rely on it.
