Cohort fixed route — target section id

It holds a String value and is part of the cohort fixed route record's data. The targetSectionId field belongs to the cohort fixed route it is recorded on, so faculty, staff, and automations read or set targetSectionId while working with that CohortFixedRoute record. Because targetSectionId is part of the CohortFixedRoute record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the cohort fixed route.
