It holds a String value and is part of the course program record's data. The programId field belongs to the course program it is recorded on, so faculty, staff, and automations read or set programId while working with that CourseProgram record. Because programId is part of the CourseProgram record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the course program.
