The effectiveDate field belongs to the faculty qualification entry it is recorded on, so faculty, staff, and automations read or set effectiveDate while working with that FacultyQualificationEntry record. Because effectiveDate is part of the FacultyQualificationEntry record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the faculty qualification entry.
