Outcome level is a fixed list of values that Chalk uses for outcome level. The allowed values are INSTITUTIONAL, PROGRAM. A record can only ever hold one of these exact values, which keeps outcome level consistent across curriculum, assessment, faculty, scheduling, accreditation, and budget records, as well as the API. When you see one of these on a record, it is one of the defined outcome level states rather than free text, so reports and automations can rely on it.
