Proposal type is a fixed list of values that Chalk uses for proposal type. The allowed values are NEW_COURSE, COURSE_MODIFICATION, COURSE_DELETION, PROGRAM_MODIFICATION. A record can only ever hold one of these exact values, which keeps proposal type consistent across curriculum, assessment, faculty, scheduling, accreditation, and budget records, as well as the API. When you see one of these on a record, it is one of the defined proposal type states rather than free text, so reports and automations can rely on it.
