Sampling strategy is a fixed list of values that Chalk uses for sampling strategy. The allowed values are ALL, RANDOM_PERCENT, EVERY_NTH, MANUAL. A record can only ever hold one of these exact values, which keeps sampling strategy consistent across curriculum, assessment, faculty, scheduling, accreditation, and budget records, as well as the API. When you see one of these on a record, it is one of the defined sampling strategy states rather than free text, so reports and automations can rely on it.
