Transition packet status is a fixed list of values that Chalk uses for transition packet status. The allowed values are GENERATING, DRAFT, IN_REVIEW, FINALIZED. A record can only ever hold one of these exact values, which keeps transition packet status consistent across curriculum, assessment, faculty, scheduling, accreditation, and budget records, as well as the API. When you see one of these on a record, it is one of the defined transition packet status states rather than free text, so reports and automations can rely on it.
