Every ImportValidationIssue is scoped to an ImportBatch via importBatchId. When a compliance user opens the validation review screen for a batch, Piper retrieves all ImportValidationIssues for that importBatchId and groups them by severity and rowIndex. This grouping lets reviewers work through all problems in a single batch systematically — resolving each issue or applying an overrideValue — before approving the commit that turns the remaining valid rows into AnalyticalResults.
