The figureManifestJson on a ReportVersion is the equivalent of the "List of Figures" that appears near the front of formal regulatory reports. It records every ReportFigure that was rendered into this version — figure number, title, and page number. This manifest is used to generate the printed List of Figures in the PDF and is stored separately to allow programmatic verification that all expected figures are present. If the figure count in figureManifestJson is lower than expected, a figure may have had included set to false at render time.
