The versionNumber on a ReportVersion lets you distinguish draft from draft and draft from final across the life of a report. Version 1 is the first render, version 2 incorporates review comments, and version 3 might be the approved final. When submitting to a regulatory agency, you reference the versionNumber to confirm which render was submitted. If the agency requests a revision, you render a new version — incrementing versionNumber — rather than overwriting the previously submitted document, preserving the submission audit trail.
