Regulatory agencies assign unique case numbers to every site they oversee. The programId field on SiteRegulatory captures that identifier — for example, a CERCLA site ID or a state UST case number. Including programId in piper ensures that generated reports and correspondence automatically reference the correct case number, reducing the risk of submission errors on regulatory documents.
