Each SiteRegulatory record must be attached to a site via the siteId field. This link allows piper to load all regulatory program records when you open a site's regulatory panel, giving reviewers and report generators a complete picture of which agencies and programs govern the site's cleanup or monitoring obligations without manual cross-referencing.
