Threshold Value Tenant

The `tenantId` on a ThresholdValue scopes the individual analyte limit to a single organization.

Like its parent ThresholdSet, each ThresholdValue carries a tenantId to ensure the per-analyte limit belongs to a specific organization. For built-in ThresholdSets, the tenantId on every ThresholdValue identifies the platform owner, making those values accessible to all tenants that are assigned the set. For custom tenant-created ThresholdSets, the tenantId ensures the limits remain private to that organization. Piper's exceedance detection always filters by tenantId when retrieving ThresholdValues, so a tenant's AnalyticalResults are never compared against another organization's private limits.
