Every ThresholdValue belongs to exactly one ThresholdSet via thresholdSetId. This relationship means that assigning a ThresholdSet to a site automatically activates all of its ThresholdValues for exceedance detection at that site. When an Exceedance is generated, it records both the thresholdSetId and the specific thresholdValueId so the compliance report can identify both the regulatory program and the individual analyte limit that was breached. If a ThresholdSet is deactivated, all of its ThresholdValues are simultaneously excluded from exceedance detection.

Threshold Value Set
The `thresholdSetId` on a ThresholdValue links the analyte-level limit to its parent ThresholdSet.
