The assigneeId field belongs to the action item it is recorded on, so faculty, staff, and automations read or set assigneeId while working with that ActionItem record. Because assigneeId is part of the ActionItem record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the action item.
