It holds a DateTime value and is part of the budget planning cycle record's data. The openDate field belongs to the budget planning cycle it is recorded on, so faculty, staff, and automations read or set openDate while working with that BudgetPlanningCycle record. Because openDate is part of the BudgetPlanningCycle record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the budget planning cycle.
