It holds a Json value and is part of the budget tier config record's data. The tiers field belongs to the budget tier config it is recorded on, so faculty, staff, and automations read or set tiers while working with that BudgetTierConfig record. Because tiers is part of the BudgetTierConfig record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the budget tier config.
