The description field belongs to the budget transaction it is recorded on, so faculty, staff, and automations read or set description while working with that BudgetTransaction record. Because description is part of the BudgetTransaction record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the budget transaction.
