It holds a DateTime value and is part of the catalog change record's data. The appliedAt field belongs to the catalog change it is recorded on, so faculty, staff, and automations read or set appliedAt while working with that CatalogChange record. Because appliedAt is part of the CatalogChange record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the catalog change.
