The targetGroupSize field belongs to the cohort section it is recorded on, so faculty, staff, and automations read or set targetGroupSize while working with that CohortSection record. Because targetGroupSize is part of the CohortSection record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the cohort section.
