The resolved field belongs to the document review comment it is recorded on, so faculty, staff, and automations read or set resolved while working with that DocumentReviewComment record. Because resolved is part of the DocumentReviewComment record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the document review comment.
