It holds a Json value and is part of the program review document record's data. The metadata field belongs to the program review document it is recorded on, so faculty, staff, and automations read or set metadata while working with that ProgramReviewDocument record. Because metadata is part of the ProgramReviewDocument record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the program review document.
