The routeId field belongs to the proposal approval it is recorded on, so faculty, staff, and automations read or set routeId while working with that ProposalApproval record. Because routeId is part of the ProposalApproval record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the proposal approval.
