It holds a String value and is part of the proposal comment record's data. The content field belongs to the proposal comment it is recorded on, so faculty, staff, and automations read or set content while working with that ProposalComment record. Because content is part of the ProposalComment record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the proposal comment.
