It holds a String value and is part of the proposal version record's data. The changeNotes field belongs to the proposal version it is recorded on, so faculty, staff, and automations read or set changeNotes while working with that ProposalVersion record. Because changeNotes is part of the ProposalVersion record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the proposal version.
