The approvedBy field belongs to the review outcome it is recorded on, so faculty, staff, and automations read or set approvedBy while working with that ReviewOutcome record. Because approvedBy is part of the ReviewOutcome record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the review outcome.
