The externalCriterionId field belongs to the rubric mapping it is recorded on, so faculty, staff, and automations read or set externalCriterionId while working with that RubricMapping record. Because externalCriterionId is part of the RubricMapping record, it stays consistent with the rest of that record's data and is scoped to the tenant that owns the rubric mapping.
