Every ChainOfCustody record must be linked to a site via the siteId field. This association lets Piper group all CoC documents for a given remediation or monitoring site, making it easy to pull the full sampling history when preparing regulatory reports. When you create a new CoC, you select the site first, and siteId is stored to tie that document to the correct location permanently.
