A MonitoringWell must belong to a Site. The siteId controls which site's dashboard, threshold assignments, and report packages the well appears in. When you view a site's well list or run a sampling event, only wells sharing that siteId are included — keeping data scoped to the correct location throughout the compliance workflow.
