The packageId on a ReportSection is the foreign key that binds the section to a specific regulatory report. All sections sharing the same packageId are gathered together and ordered by their order field when a ReportVersion is rendered. When you create a section in Piper, you select the parent package first and packageId is stored automatically. Moving a section to a different report requires updating packageId, which effectively reassigns all its content to the new package.
