The tenantId on a ReportSection is inherited from the parent ReportPackage when the section is created. It ensures that the written narrative of one organization's compliance report cannot be accessed by another organization. Since report sections may contain sensitive findings, site characterization data, or regulatory strategy discussion, tenant isolation is critical. This field is never set manually — Piper assigns it automatically from the parent package's tenant context.
