The siteId on SiteContact ties each person to the specific site they are a stakeholder for. A regulator assigned to Site A will have a SiteContact record with Site A's siteId; if the same regulator also oversees Site B, a second SiteContact record is created for Site B. This per-site association ensures that contact lists pulled for report generation or notifications are scoped to the correct site.
