Rather than entering individual regulatory limits for each analyte at each site, compliance managers can use a ThresholdSet to apply a full table of standards in one step. For example, a state may publish a list of groundwater screening levels — this becomes a ThresholdSet with one ThresholdValue per analyte. The isBuiltIn flag distinguishes platform-provided sets (which cover standard regulatory programs) from tenant-created custom sets. The sortOrder field controls how multiple assigned sets are prioritized when a site has more than one active assignment. The jurisdiction and citation fields document where the limits come from, and effectiveDate and expiresDate manage the set's validity period.

Threshold Set
A ThresholdSet is a curated collection of ThresholdValues from a shared regulatory source — such as a state drinking water standard or an EPA cleanup level table. It carries a name, scope, jurisdiction, citation, effectiveDate, and optional expiresDate. Assigning a ThresholdSet to a site (via ThresholdSetAssignment) activates all of its ThresholdValues for exceedance detection at that site.
