Threshold Set Assignment Set

The `thresholdSetId` on a ThresholdSetAssignment identifies which ThresholdSet is being activated for the linked site.

The thresholdSetId in a ThresholdSetAssignment is the reference to the regulatory standard table — such as state MCLs or EPA screening levels — that should govern exceedance detection at the site. When compliance staff review an Exceedance report, the thresholdSetId allows them to identify exactly which regulatory program flagged the result. If a site's regulatory requirements change, updating the assignment by creating a new ThresholdSetAssignment with the correct thresholdSetId (and deactivating the old one) ensures the exceedance detection shifts to the new standard from the appropriate date.
