Threshold Set Is Active

The `isActive` flag on a ThresholdSet controls whether it can be assigned to sites and applied in exceedance detection.

Setting isActive to false on a ThresholdSet effectively retires it without deletion. Inactive sets cannot be assigned to new sites via ThresholdSetAssignment, and existing assignments referencing an inactive set will be excluded from exceedance detection. This allows administrators to sunset obsolete or superseded standards while preserving them in the system for historical reference. When a regulatory table is revised, the old ThresholdSet can be deactivated while the new one becomes active, ensuring a clean handoff without losing the record of what limits applied in prior periods.
