When compliance staff browse available ThresholdSets to assign to a site, the sortOrder on each ThresholdSet controls the list order. Sets with a lower sortOrder appear first. This is especially useful when many sets are available — administrators can pin the most commonly used sets (such as federal standards) near the top by giving them a low sortOrder, while less-used or historical sets appear further down. A consistent sortOrder also ensures that the exceedance summary screen presents active regulatory programs in a predictable, readable sequence for compliance reporting.
