Threshold Set Tenant

The `tenantId` on a ThresholdSet scopes the set to a single organization or marks it as a platform-provided built-in.

A ThresholdSet with a tenantId belongs to a specific organization and can include limits customized for that organization's permit conditions. When isBuiltIn is true, the tenantId typically identifies a platform-level owner, and the set is made available to all tenants as a standard reference. Tenant-created ThresholdSets appear only in that organization's threshold management screens and can only be assigned to that organization's sites via ThresholdSetAssignment. This scoping ensures organizations cannot accidentally apply another company's proprietary cleanup standards to their site data.
