A ComplianceReport always documents a specific Project, and projectId is the field that makes that connection. It is how the system knows which fieldwork, sites, and artifacts a SHPO form or Section 106 report covers, and it lets you list all the compliance deliverables produced for a single project. When a project is deleted, its reports cascade away with it. This field is set at creation time and is the anchor for grouping reports by project across the compliance workflow.
