The CaseStage enum walks a delinquent lease through the legally-ordered lien process. It moves from current to late, then overlock, then pre_lien_notice and lien_notice_sent, then advertised and auction_scheduled, and finally sold or redeemed. Each stage gates what staff may do next and what notices the law requires, so following the stages in order keeps the facility compliant.
