status tracks the life of a loadout ticket:
PENDING — created but not yet cleared to leave
AUTHORIZED — cleared (credit and holds checked); ready for the gate
PARTIAL — some, but not all, of the head count has gone out
COMPLETE — everything on the ticket has left the yard
VOIDED — canceled
New tickets start as PENDING.
Livestock should only leave once a ticket is AUTHORIZED. A PENDING ticket has not passed the credit and hold checks — gating out against it skips the safeguards.
