When a monitoring period ends, you create a ReportPackage for the site to begin assembling the compliance report. The package holds the reportNumber, title, reportingPeriodStart, and reportingPeriodEnd that define the submission window. You link sampling events via samplingEventIdsJson and associate a thresholdSetId to control which regulatory limits are referenced in the report. As you write sections (via ReportSection) and add charts (via ReportFigure), they attach to the package. When the draft is ready, you render a ReportVersion to produce the PDF.
